Does Romans 9 really prove the theory that God predestines people to Heaven or Hell?

No it does not.

Romans chapter nine is an explanation of God’s prerogative, his right to establish his own plan of salvation. The actual plan is given in the last verse of chapter.

  • Romans 9:33 KJV  As it is written, Behold, I lay in Sion a stumblingstone and rock of offence: and whosoever believeth on him shall not be ashamed.

He states in relation to the birth of Rebecca’s twins that the elder would serve the younger opposite of what the law commanded to show that salvation would not be by the law, not by works but his choice.

  • Romans 9:11-12 KJV  (For the children being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth;)  12  It was said unto her, The elder shall serve the younger.

Romans 9 explains that salvation is according to God’s election, his choice, and nothing else and the last verse tells you that choice.
